Next year, in addition to national elections, several infrastructure sectors will face significant challenges.
In general, all long-term contracts—common in the sector—will undergo the long and complex process of adapting to the implementation of the IBS and the phasing out of existing taxes. Although we have parameters, there is still no certainty regarding the impacts and how they will be offset.
In the urban mobility sector, we will see increased activity with the start of structural works, such as the resumption of the São Paulo Metro projects (Line 2 extension, Line 19), the Santos-Guarujá tunnel, and the extension of Roberto Marinho Avenue.
In the port sector, the expectation is that the STS10 saga in Santos will be resolved, in addition to some tariff review processes that require attention.
In railways, the focus is on the possible demarcation of Ferrogrão, alongside monitoring the progress of investments in extended concessions.
In the oil and gas sector, the highlight is the assembly of the complex required for exploring blocks at the mouth of the Amazon River. Environmental constraints will demand innovation and significant investments.
In telecommunications, regulatory expectations focus on the first year without significant public service provision obligations. Additionally, Anatel faces the challenge of ensuring that STFC—which is of marginal but not negligible importance—is not discontinued.
In the digital industry, the possible approval of the bill on the competitive regulation of platforms will raise important issues for the restructuring of CADE and the regulation of networks, which will also be impacted by the enforcement of the STF decision on Article 19 of the MCI.
In sanitation, expectations revolve around the increasingly unlikely privatisation of Copasa, the solution to the flaws in the modelling of Cedae’s concession, and the investments needed to thoroughly advance compliance with the PNSB, one year after COP-30.
In the electricity sector, challenges are long-standing yet unresolved. Curtailment and its impacts on renewable generation must be addressed by ANEEL, which is expected to regain its quorum and focus. Furthermore, the perennial clash between distributed generation and grid operators will now be addressed at the national level.
Finally, there will be developments both in the restructuring of the agencies' staffing and in the growing attempt by the National Congress to exert more control and influence over regulatory activities.
It will be a year of regulatory hurdles, compounded by the challenges of the electoral dispute and the unpredictability of the international scenario.

PACTO MANESCO PROMOTES DIVERSITY LITERACY WITH TREE AND REINFORCES ITS COMMITMENT TO DE&I
In November of this year, we welcomed communications specialist and DE&I consultant Marina Franciulli (Tree Diversidades) to conduct Diversity Literacy 2025, which addressed topics that are as sensitive as they are urgent.
With employees from the São Paulo, Brasília, and Rio de Janeiro offices, the sessions covered concepts of diversity, inclusion, equity, and types of diversity, as well as the pillars and concepts of gender, LGBTI+, ethnic-racial relations, people with disabilities, and generations. Topics such as intersectionality, diversity and inequalities in Brazil, exclusion, segregation, integration, and the impacts of diversity and inclusion in organisations were also discussed.
The initiative promoted by the Pacto Manesco – Include Programme is another edition of Diversity Literacy, reinforcing the firm's commitment to inclusion and respect for diversity.
“Following the success of our gender and race equality programmes, this year we are expanding our institutional activities to cover the entire spectrum of diversity,” says Maís Moreno, Deputy CEO and partner at Manesco Advogados.
